Article Overview
Foreign nationals who want to work in Türkiye need a work permit, and in most cases the process is led by the Turkish employer. Türkiye's economy offers opportunities in construction, manufacturing, tourism, technology and services. This guide explains how the work permit process works for applicants from Pakistan and elsewhere.
Who issues work permits?
Work permits are issued by the Ministry of Labour and Social Security. Applications are submitted online, usually by the employer, through the ministry's electronic system. A valid work permit also serves as a residence permit for its duration.
Two ways to apply
From outside Türkiye
- The worker applies for a work visa at the Turkish embassy or consulate in their country of residence, with the employer's job offer and documents.
- The employer submits the online work permit application within a set period after the consulate application.
- The ministry assesses the application.
- If approved, the consulate issues the work visa, and the worker enters Türkiye to start work.
From inside Türkiye
Foreign nationals who already hold a valid residence permit of at least six months, other than a student residence permit, can usually have their employer apply for a work permit directly in Türkiye.
What the ministry checks
- That the employer is a registered business in good standing.
- Ratios between Turkish and foreign employees in the business, which apply in many cases.
- The employer's capital or turnover thresholds, depending on the type of business.
- That the salary is appropriate for the role and the applicant's qualifications.
- The applicant's qualifications, with recognition required for some professions.
Types of work permit
- Temporary work permit: the most common type, usually granted first for up to one year and renewable for longer periods.
- Independent work permit: for some self-employed professionals after a period of legal residence.
- Long-term or indefinite permit: available after a long period of legal work in Türkiye, under the general rules.
- Turquoise Card: for highly qualified people, investors and certain specialists, offering broader rights.
Documents commonly required
- Valid passport.
- Employment contract or job offer.
- Diploma and, where required, its recognition in Türkiye.
- Photos.
- Employer's company documents, such as tax and trade registry records.
Changing jobs
A temporary work permit is tied to a specific employer. If you change employers, the new employer must apply for a new work permit.
Avoiding scams
Be careful with offers that promise Turkish jobs or permits in exchange for fees. A genuine process involves a registered employer, an official online application to the ministry and a visa issued by a Turkish mission. Never pay informal agents for a job offer.
