Key Highlights of the 2025 UK Immigration Reforms

The reforms represent a transition away from reliance on low-skilled overseas labour and towards nurturing a skilled, local workforceโ€”whilst continuing to welcome global talent.

The updated immigration policies stress the importance for migrants to:

Major Policy Changes in the 2025 Reforms

1. Earned Settlement Model Introduced

The standard settlement period will be extended from five to ten years in most cases. However, individuals who demonstrate substantial economic or societal contributions may qualify for early settlement under a new โ€œEarned Settlementโ€ scheme.

2. Citizenship and Life in the UK Test Reforms

Citizenship eligibility will now reflect the longer settlement timeline. Additionally, the Life in the UK Test is under review and may be revised to better assess integration and cultural understanding.


Impact on Sponsors and Employers

Visa and sponsorship costs are increasing:

  • Certificate of Sponsorship (CoS): rising from ยฃ239 to ยฃ525

  • Immigration Skills Charge (ISC): increasing by 32%

    • ยฃ364 โ†’ for small sponsors

    • ยฃ1,000 โ†’ for medium/large sponsors

These fees cannot be passed on to the employee and must be borne by the sponsoring organisation.


Changes to English Language Requirements

Higher English language standards are being introduced:

  • Skilled Worker visa: minimum level now raised to B2 (from B1)

  • Adult dependants: must meet A1 level on entry, increasing to A2 at settlement stage


Tightening of Visa and Work Routes

1. Stricter Skilled Worker Visa Criteria

Applicants will now need to meet graduate-level thresholds. The current Immigration Salary List will be abolished, and replaced with a narrower Temporary Shortage Occupation List, reducing access for lower-skilled roles.

2. Closure of the Social Care Visa Route

The Social Care visa will be closed to new applicants by 2028. Existing workers may still apply for visa extensions or switch routes from within the UK.


Changes to Dependant Rules and Family Visas

  • New restrictions for dependants of lower-skilled workers

Graduate Visa Route Shortened
